Bank Of Canada Ordered To Stop Using Replacement Workers

The Bank of Canada has run afoul of striking security guards at its head office in Ottawa.

The central bank been ordered to stop using the services of contract workers while its security officers are on strike.

The Canada Industrial Relations Board said the Bank of Canada has contravened the Canada Labour Code by using contractors during the strike by unionized security guards.

Security officers at the Bank of Canada went on strike in June seeking better wages, benefits and schedules after talks aimed at a new collective agreement failed.

The Public Service Alliance of Canada (PSAC), the union that represents the workers, says that 63 security guards at the Bank of Canada's Ottawa and Montreal offices remain on strike.

The Bank of Canada responded to the strike by using contract security guards supplied by the private sector company GardaWorld.

The Bank of Canada said in a statement that it respects the decision of the Canada Industrial Relations Board and will comply “as soon as it can put in place the necessary measures to maintain the required level of security for its people and facilities.”

In 2024, the Government of Canada passed legislation that bans federally regulated workplaces from bringing in replacement workers during a legal strike.

The Bank of Canada has also said that it remains committed to reaching a new collective agreement with its unionized security guards.
